1- welcome newcomers
2- approve minutes from may 4, 2009, and june 1st, 2009, general membership
meetings:
MOTION: sam, helen valdez- approve minutes = PASSED
3- status of second-time variance request at 611 long bow lane to decrease the
minimum side street setback from 15 feet to 0 feet in order to maintain an
attached carport. presenter- jean mather, zoning and planning committee:
the case is being re-evaluated due to tree location. the planning and zoning
committee re-sent a letter of opposition to the variance, scheduled before the
Board of Adjustment for Aug 10
4- status of variance request at 310 terrace drive to extend beyond the side
setback plane by 1.8 feet- david kanne, builder and craig grund, neighbor
immediately adjacent and jean mather:
this project was completed before the 3rd inspection noticed non-compliance at
which point it was tagged and now in need of a variance or else they will need
to remove the offending structure. the builder is working with the neighbor to
find a more affordable solution that solves personal/privacy issues with that
neighbor in exchange for support for the variance. currently the cost is about
the same so more mediation is taking place.
MOTION: to postpone the decision and pass it to the executive committee to
decide = PASSED
5- vote to approve new co-area coordinators (who will then be included as
executive committee members):
area 2: jack hostetter = approved
area 4b: cynthia biggers = approved
area 8: kim lanzillotti = approved
6- vote to approve new chairs/co-chairs oft he following standing committees:
zoning and planning: jean mather = approved
parks, environment and schools: david todd (parks), sherri ancipink (schools),
marty christman (environment) = approved
7- vote to approve or disapprove festivities and closures of congress ave bridge
from 6am saturday august 22nd until 4am sunday august 23rd for bat fest 1pm to
midnight. presenter- sarah campbell, president:
the organizers of bat fest erroneously claimed support from SRCC prior to
obtaining it.
MOTION: russel fraser, toni house- to notify council that promoter lied about
SRCC support = PASSED
8- botticelli's request for an outdoor music venue permit was approved and
issued by the city on july 2nd 2009 with the following conditions, amplified
sound up to 70 decibels until 9:30pm sun-thurs and 10pm fri-sat
9- the srcc executive committee voted in june to divide the estimated $7250
balance in the wrongly named "4th of july" fund (soon to be renamed parks fund)
in equal parts to 1. improvement of the norwood house and 2. improvement to
either or both of the following projects, big stacey gardens at entrance and/or
ligustrum removal in blunn creek preserve. SRCC's funds will help match grants
that are in the works for each of these projects. thanks to wolf sittler and his
posse for efforts on the former project and david todd for his on the latter.
10- mary lovell made the following congress news report to srcc via email,
summarized below:
a. chase bank filed for a drive thru at 1811 south congress with driveways on e
mary and s congress.
b. at wednesday's meeting of the avenue merchants, bill gurasich, lessee of the
baptist church parking lot, announced his proposed boutique hotel will not
commence construction in the fall after all, so the mobile food vendors will
have month to month options after september.
c. home slice filed for change of use at 1421 and 1423 s congress. word has it
they'll rent out the former dry cleaner side for retail and use the sewing
machine side for their own take out service, no dining.
d. pink salon is leaving, stylists are all placed at kelso, bo or other salons.
11- toni house with an update on grayco pud:
this issue is going before council august 27th and we still oppose it while
waiting for a new updated motion. toni wrote the following letter:
whereas a portion of srcc falls within the riverside npa and whereas this
project is located within the riverside npa and whereas srcc previously resolved
in february, 2009, to oppose this pud as proposed and as no changes reflecting
the concerns referenced in that resolution have been addressed:
therefore, be it resolved that:
-srcc continues to oppose the s shore pud as proposed
-srcc requests that the pud specifically improve its project as follows to
offset the increased entitlements the applicant is asking:
-reduce impervious cover and add public green space throughout
-protect and restore the creek as a public amenity
-protect all trees along the south side of lakeshore blvd and the west side of
town creek dr
-treat 100% of the project's own runoff
-comply with all conditions of the waterfront overlay
-create a public ada compatible trail along the creek connecting lakeshore
blvd and e riverside dr
-srcc immediately notify all council members of this resolution
MOTION: cynthia, carol- approve and send new resolution = PASSED
12- mary updated us on the baptist church project plans and is requesting our
motion be printed and sent by the SRCC. a valid petition to block the rezoning
is being circulated to people within 200ft of the changes and has already
achieved success in excess of what is required.
13- marc read a letter from michele webre about City Council considering the
Preservation Ordinance changes that affect the Local Historic Districts.
14- announcement of an art show by srcc residents to be held near william cannon
and west gate, more details to come.
